Development Contributions Scheme
Sub-section (1) of Section 48 of the Planning and Development Act, 2000 enables a planning authority, when granting a planning permission under Section 34 of the Act, to include conditions requiring the payment of a contribution. This contribution is in respect of public infrastructure and facilities benefiting development in the area of the planning authority and that is provided, or that is intended will be provided, by or on behalf of the local authority (regardless of other sources of funding for the infrastructure and facilities).

The above rates shall be fixed from 1st January 2016 to 31st December 2017. Consideration may be given to applying indexation to the rates of contribution effective from 1st January 2018 in consideration of the SCSI Construction Tender Price Index. The Scheme is effective in respect of Planning Applications lodged with Dublin City Council from the 1st of January 2016, where a development contribution is applicable under this Scheme. This Scheme is also effective in respect of existing permissions granted before this date which have not yet commenced.

Important Note:
- From the 1st of January 2014, Irish Water are now the statutory body responsible for both water supply and waste water services, including the collection of any charges that may be associated with the provision of these services. For further information for the link to Irish Water. www.water.ie
- Accordingly the level of contributions applied by Dublin City Council to decisions from the 1st of January 2014, under the current Section 48 Development Contribution Scheme have been reduced by 25% (per square metre of approved development), to take into account the contribution associated with these services.
- Dublin City Council retains control and responsibility for surface water and flood alleviation works.

The rates will be amended on 1st January each year during the life of the Scheme in accordance with the Wholesale Price Index. The commencement of the Scheme becomes effective in respect of all permissions granted from January 1st 2010. |
